My fiance is in the Army, so he has to wear his dress blue uniform. Which is a black jacket and navy blue pants..
I cant think of any colors i can use for the wedding without making it look tacky or without him being out of place....HELP please!

As you may have noticed, or for sure you should know by now, everyone has her own thinking as to what fits well with what especially since fashion is by no means exact science.
With what you've said, I would suggest you go for a color that will not make you feel in anyway uncomfortable when your standing there together with him. This means brighter colors are out of the picture so as you won't put him out of place right? By process of elimination, I would say why not go with the safest color which is white?
I would also like commend Mistic Blue's suggestion of having your wedding invitation somehow "set the tone" for the wedding so it should have something blue on it to represent your hubby's service uniform. You can check on zazzle.com or customize your own on http://www.jackandjillweddinginvitations.com/blue-wedding-invitations and some other sites that offer the same service.

What is the bright green military cord for?

It's the shoulder cord on the dress uniform and I don't know what branch of the military it's for. It's bright green and I think it has a brass tip. It's just green no other color.

It's the French Fourragere. It's not specific to a branch but to Military units that were awarded it during World War II. When you get assigned to a unit that has it you are authorized to wear it since it is a unit award. Once you leave that unit to one that is not authorized it must be taken off. It is the highest award given in the French Army.
