My first wedding dress had a 24 foot train - no idea of cost, and it was a total nightmade. I even had to have my sister in the loo with me because of the amount of fabric hanging about!! HIS family were fabric wholesales and it was made up by them. And we havd the whole tototally over the top wedding.
It lasted fve years. My second marraige was a simple designer dress I bought - 25 years and still going strong!!

How to dress up Wedding Gown train?
Q. I was stuck between a white dress that had beautiful detail and train, but an uglier front, and an ivory dress that was beautiful front, but a horrendous trail. I bought the ivory dress, and the trail is honestly just a long piece of fabric. No beads, no pattern, nothing. It's honestly hideous.
I love my choice though, it's beautiful! Just - what can I do to dress up the train a bit more? It'd be too much work to sew individual beads on it. If nothing can be done, then that's fine. People will only see the train for 15 minutes until I pull it up so I can dance!

There a lots of iron on beads and even beads in premade patterns, like:
http://www.dreamtimecreations.com/category/106/pearls/hot-fix-pearls/austrian-swarovski-hot-fix-pearls/
The advantage is they go on quickly; the disadvantage is they can damage the fabric, a problem if you want to, say, reuse the fabric in the train for another purpose, like covering a wedding album or photo mat, a fancy baby gown or a first communion or quince dress.
What are the other decorations on the dress? Have you considered having the train embroidered, perhaps?
Lace applique? Ribbonwork? What would fit with the rest of the dress?
