I will be getting married at St. Patrick's Cathedral in NYC. Does anyone know if my wedding gown and bridesmaids dresses need to have shoulder straps on them? Are there any restrictions to the bridal party attire?
Also, are we allowed to take pictures at the alter after the ceremony? Is there even enough time?

Usually Catholic weddings require modesty on the part of the bride and her attendants. Every Catholic wedding I've been in, the brides and bridesmaid have had sleeved dresses. However, some more liberal churches allow the veil to be the shoulder covering. St. Patrick's in NYC is not a liberal church.
If you look at their wedding page, they are pretty strict about the musical selections, so I imagine they'll be strict about covering your shoulders.

Wedding is in Deadwood, SD, a 'destination' wedding place. Casinos and really relaxed. However the bride is wearing a formal gown and the groomsmen are wearing tuxedos. Mother of the bride is not formal; wearing a tea length dress; not a 'mother-of-the-bride' dress.
Wedding is at a Hotel and reception is at a restaraunt.

No sorry. It has to be a tux. You are a member of the wedding party if you are walking her down the aisle. If not, you can dress as a guest.

If the bride is ok with it, you might could get away with a black suit. A nice formal looking, black suit. But a sports coat and slacks?? No way! The pictures are going to have you next to the bride. You up front at the alter giving her away, right next to the bridal party. A sports coat would only be ok if it was a casual wedding--bride in a destination wedding gown and groomsmen in linens and looking cuban.
